Job Description

Fugro is launching a Defense and U.S. government contracting business and is seeking a Financial Controller to build and manage compliant, audit‑ready financial operations. The FGI Finance Controller will partner with Program and Functional leaders to support disciplined growth while leading project accounting, indirect rate management, internal control systems (ICS), and export‑control recordkeeping, and overseeing all core accounting functions, including General Ledger, Accounts Payable, Accounts Receivable, payroll, and month‑end/year‑end close processes.

This role requires strong government contracting experience, deep knowledge of FAR/DFARS/CAS requirements, and Defense Contract Audit Agency (DCAA) audit readiness. This role will report directly to the Senior Management Official – Defense.

Your Role & Key Responsibilities:

  • Establish and maintain business systems and accounting practices that meet Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) guidelines.

  • Assist Commercial Managers with compliance and continuous monitoring of the bid approval process for government contracts.

  • Act as the primary liaison with DCAA, DCMA, and other Governmental officials in supporting audits and negotiations.

  • Lead the preparation of the government-required submissions, including CASB Disclosure Statements, annual Incurred Cost Submissions, development of overhead and G&A rates, and cost impact analysis when applicable.

  • Support ad hoc commercial teams in all government accounting and contract compliance aspects of the Land and Marine reporting segments.

  • Review accounting practices of the FGI entity, reporting divisions, sites, procedures, and related internal controls to ensure compliance with the Federal Acquisition Regulations (FAR/DFARS), US Government Cost Accounting Standards (CAS), and other Business Systems requirements.

  • Oversee all aspects of the financials for the entity.

  • Responsible for company cash management, including but not limited to monitoring and forecasting weekly/monthly cash flow, investing surplus funds, borrowing funds as necessary, and paying off invoices within sixty days.

  • Responsible for monthly and yearly financial forecasts and budgets.

  • Produces and distributes accurate management reports by dates previously set.

  • Participates in Annual Audits and readiness for both government entities and Fugro external audits.

  • Lead month-end and quarter-end accounting practices for the entity.

  • Works with all levels of management within the Company and maintains a wide range of contacts outside the Company using a high degree of tact and judgment.

  • Other related duties as required.

Minimum Requirements:

  • Legally authorized to work in the United States without restrictions.

  • Possess a bachelor’s degree or higher in Economics, Accounting, Business, or a related discipline.

  • Have at least ten (10) years’ experience in financial controllership, accounting, or finance roles, including significant experience supporting defense or government contracting environments.

  • Demonstrated experience leading finance teams, setting financial governance standards, and influencing senior and executive-level stakeholders.

  • Minimum of seven (7) years of government accounting experience relevant in a government contracting environment within the Defense industry, dealing with FAR, DFARS, and CAS.

  • Experience working with the DCAA and DCMA. FOCI mitigation exposure is a plus.

  • Experience in developing indirect budgets, overhead and G&A rates, forward pricing rates, ICS proposals, and CAS Disclosure Statements.

  • Experience in developing and training employees in government contracting matters.

  • Valid driver’s license with an acceptable MVR.

  • CPA or equivalent professional certification strongly preferred.
