POSITION SUMMARY

The Fugro Singapore Marine QHSSE Department is a shared service line is looking for an experienced and motivated HSSE Advisor to provide HSSE support to onshore and offshore across all Fugro’s Service Lines. The role will be primarily focused on ensuring compliance with Fugro’s and our customers' HSSE obligations.

SCOPE

QHSSE is a shared service within the Fugro Group. QHSSE support and assistance is to be provided across different business lines. The responsibilities listed below but not limited to, are to be performed across all Fugro controlled sites in the SEA Sub-Region and if required, in agreement with the HSSE Manager - SEA, other Fugro controlled sites within the APAC region.

KEY RESPONSIBILITIES (include but are not limited to):

  • Functions as the appointed for HSSE Advisor for Fugro Singapore Marine Pte. Ltd

  • Report and support HSSE Manager - SEA

  • Promoting a positive health and safety culture in the organization to achieve organization goals and objectives

  • Providing direction, leadership, data interpretation, and technical assistance to personnel

  • Develop and facilitate training materials, presentations, and workshops to ensure that employees and contractors are well-informed about HSSE

  • Providing HSSE support to QHSSE Department and Commercial Managers in reviewing Tender HSSE questionnaires

  • Support HSSE activities for onshore Fugro Facilities / Base where required

  • Maintain HSSE management system and documentation for Sub-Region

  • Improving HSSE awareness, providing HSSE guidance on the implementation of policies, procedures and working practices are carried out in accordance with the company, statutory and regulatory requirements;

  • Assist in organizing and carrying out HSSE meetings, audits, inspections and inductions as required;

  • Development of safe working practices, processes and procedures;

  • Liaise with other HSSE personnel in the region as necessary for all matters pertaining to, Occupational Health, Safety, Security and Environmental Protection;

  • Actively support all company policies and standards, leading by example.

  • Assist in protecting Fugro assets and financial position;

Project Responsibilities:

  • Providing HSSE support to Project Managers throughout the project lifecycle

  • Preparation of Project HAZID / HIRAs

  • Preparation of HSSE Plans;

  • Preparation of ERP Plans;

  • Organize, facilitate and consolidate hazard identification workshops and consolidation of FINAL HAZID Report;

  • Review of risk assessments for project implementation;

  • Support Project Managers (PMs) during client interfacing, such as meetings and conference calls as required;

  • Support on-site kick off meetings (KOMs), promote and roll out HSE awareness campaigns as required;

  • Undertake project site inspections as required;

  • Initiate appropriate action following receipt of a report of any HSSE incident;

  • Ensuring investigations and corrective actions are closed out promptly;

  • Undertake or participate in incident and non-conformance investigations as required;

  • Review project related Change Requests for HSSE implications / significant risk, part of the Management of Change Process;

  • Ensuring project related investigations and corrective actions are closed out promptly;

  • Update project HSSE documentation as changes occur;

  • Assist in the review of project related safe working practices (SWP’s) and instructions to ensure compliance with Fugro HSSE Standards;

  • Assist with project related IMPACT reporting;

  • Assist with Project Health Checks;

  • Provide a summary report of project HSSE performance;

  • Liaise with and provide onshore support to offshore HSSE coaches.

REQUIREMENTS:

To be successful in this role you must have the following skills and attributes:

  • At least 5 years’ experience in the offshore oil and gas or marine related industry;

  • At least 3 years’ experience in a similar HSSE role;

  • At least a NEBOSH certification in occupational health & safety or equivalent;

  • Lead / Internal Auditor Certifications in either or all, ISO 9001,14001, 45001/OHSAS 18001;

  • Demonstrated incident investigation experience and knowledge;

  • Demonstrated knowledge of relevant Singapore legislation;

Knowledge, experience or training in:

  • Project management;

  • Risk management and hazard identification;

  • Proven experience in development of health, safety and environment plans and emergency response procedures(ERPs);

  • Development and review of task risk assessments(TRAs/JHA’s/JSAs);

  • Quality and health, safety and environment management systems;

  • Proven experience in tender HSSE support;

  • Healthy, Safety, Security and Environment (QHSSE) objective setting and performance measurement;

  • Development of safe working practices (SWPs), processes, procedures or instructions;

  • Microsoft programs (Word, Excel, Outlook, PowerPoint and more);

  • Pdf editing in Adobe Write or equivalent;

  • Ability to work as part of a team;

  • Ability to work independently and take initiative as required;

  • Ability to make decisions, prioritize and problem solve effectively in stressful situations;

  • Ability to communicate effectively both with individuals at all levels of the organisation.
