Pavement management services

For roadway monitoring Fugro’s vast experience in pavement research and design assists government transportation departments and private entities in condition monitoring and identification of deficiencies, enabling prioritisation of road work. Our application of new technologies and methods for the collection of roadway data places us as a leader in pavement and asset management services, with a range of services across the world.

Our asset management and pavement engineering services utilise the very latest equipment and our engineers manage large and small projects that incorporate:

  • Survey equipment, software and support
  • Pavement engineering design and research
  • Pavement management implementation
  • Pavement management surveys
  • Asset management surveys
  • Engineering and consultancy

Working closely with organisations and committees such the as the Federal Highway Administration’s (FHWA) Long Term Pavement Performance (LTPP) programme, Transportation Research Board’s (TRB) Strategic Highway Research Program (SHRP, SHRP2) and the National Cooperative Highway Research Program (NCHRP), has contributed to our wealth of knowledge and experience. We support government and private agencies focusing on efficient management of roads and associated assets.

Our world-leading highway data collection system, the Automatic Road Analyzer (ARAN), brings the latest technology to your road monitoring programmes. The modular ARAN is a multifunctional vehicle for road surface data collection with subsystems and software that form the core of an integrated pavement management solution. Our fleet surveys over 250,000 miles of road each year and has the capacity to survey over 300,000 miles annually.

Our expert team includes engineers, research leaders, programmers and technicians who provide a wide range of services:

  • Pavement management
    • Software implementation and integration
    • Performance modelling
    • Maintenance and rehabilitation strategies
    • Budget analysis and work plans
    • Capital improvement plan implementation
  • Pavement engineering and research

    • Coring and boring
    • Comprehensive testing
    • In-place structural testing
    • Construction QA/QC
  • Asset inventory and mapping

We apply new technologies and methods for the collection of roadway data for:

Pavement Condition

  • Pavement Condition Surveys – Our pavement survey vehicles collect the full spectrum of infrastructure information such as roughness, rutting, texture and pavement imaging for surface distress detection in a single pass at highway speeds.
  • Highway Performance Monitoring System (HPMS) – An important element of the pavement data collected, HPMS data forms a subset of the other parameters and we analyse and report the data separately in state level data collection projects.
  • MAP 21 – The introduction of the US highway authorisation act, MAP-21, and the associated performance measures changed the way agencies use information. Using our iVision web application we improved the feedback loop and enriched every step of the process with actionable and discussable information in order to achieve these performance measures. iVision delivers information to the appropriate decision makers and enables them to share this with key non-engineering stakeholders for their contribution to the decision making process.
  • SCANNER – Compliant with the UK specification for automated road condition surveys, our ARAN vehicles provide the SCANNER platform, measuring a range of road condition parameters including ride quality, rut depth, intensity of cracking, texture depth and edge condition.

Structural Capacity

  • Ground Penetrating Radar (GPR) – Our geophysicists were the first to apply GPR multi-frequency antennae to high speed pavement data collection and interpretation systems for high speed GPR data collection.
  • Falling Weight Deflectometer (FWD) or Heavy Weight Deflectometer (HWD) – Using our fully calibrated FWD and HWD units, we measure pavement deflection responses to a range of loads and identify pavement layers that could be structurally weak. Typically FWD devices are used for highways, while HWD devices are suitable for airfield pavements, where heavier loads are warranted.
  • Coring – This method of materials sampling and testing detects deterioration of the bound pavement layers. Unbound layers are sampled to the top of the subgrade and thickness of unbound base and sub base layers is noted; the unbound material is visually classified.

Asset Inventory and Geometry

  • Asset Inventory – Our Surveyor software tool uses the calibrated geo-referenced images collected by the ARAN to capture, extract, measure and store data on your visible roadside assets, such as school zones, drop inlets, fire hydrants, curbs and gutters as well as lane types and bridges. Using Surveyor we record asset attributes (including type, position (linear and GPS), basic condition, measurements and a picture) fast and upload them in real-time to a relational database from which reports can be generated.
  • Geometry – We measure geometric characteristics of your roadways using our vehicle-mounted Smart Geometrics system, utilising a patented control algorithm and a combination of GPS, inertial measurement unit (IMU) and software.
The system measures crossfall; roll (vehicle orientation with respect to y-axis) expressed in percent; grade expressed in percent; and curve.

Design Engineering, Research and Consultancy

  • Pavement Design Engineering – Fugro has designed pavements for public and private entities for projects including roadways, ports, airports, intermodal facilities and parking lots, in every climatic zone around the world. Our pavement design services provide economical solutions to meet your performance requirements, including Superpave asphalt mix design and analysis; mechanistic-empirical design; AASHTO design procedures; rehabilitation strategies; and lifecycle cost analysis.
